1) This is a public contract and a pledge called the Quorum Bumper.

2) Any player CAN join or leave this contract by announcement.

3) Any party CAN amend or terminate this contract without 3 party
objections.

4) If there is an Agoran Decision in its voting period, that voting period
has lasted at least 5 days, and a party to this contract has not submitted a
valid vote on that Agoran Decision, then any player CAN and MAY act on
behalf of that party to cast a non-conditional vote on that decision.

5) C-walker CAN terminate this pledge by announcement.
