HOW TO ADJUST CASTE
===================
Play a Lobbyist card to increase another's caste.
Play a Local Election card to decrease anyone's caste.

At the beginning of the month, each Alpha becomes eir default caste.
Then one member of each non-Savage caste is promoted one level. Then
players are demoted until each caste is at its player limit.

If a player wins by Clout, all player's caste is reset to default.

WHAT CASTE DOES
===============
Your caste determines your base voting limit on ordinary proposals; your
actual voting limit is that less one for every 4 Rests you own.

If your voting limit is ever higher than the combined voting limits of
every other player, you are eligible for win by Clout, but only one win
by Clout can occur each month.
